Do you mean

   * Rewrote gcry_mpi_rshift to allow arbitrary shift counts.

from 1.2.3?  On a quick check I can't find many other noteworthy items.
Almost all changes are listed in the NEWS for 1.3.0 - that one is
newer than 1.2.4.
