Yes.  The GNU project tries to minimize legal irregularities due to
different copyright holders.  In important cases we can make exceptions
but MD2 does not seem a good reason.

Writing an MD2 implementation from a public source like the description
given in Wikipedia does not seem to be a complicated task.
