I guess yes.  For a desktop only machine gpg2 should be sufficient.  In
fact the the default installer for Windows (gpg4win) now installs gpg2
unter the name gpg in the PATH.

However for an installer you probably want at least gpgv from gnupg-1.
It is far less depencencies that gpgv2.

You should don't remove gnupg-1 from a distribution; it should be
pssible to install it for the use of existsing scripts which assume a
standalone gpg (e.g. in chroot environment or with non-standard use of
the passphrase.).

Compare the case to Bind-8/9 - both are useful.
