Removing v3 support from 2.1 (was: Disable importing V3 public keys from keyservers)

Bear in mind, it was already deprecated in 1.4. The argument could be made
that we don't need to deprecate it in the 2.x line, as it was already
deprecated in the 1.x line, and therefore a version bump is not needed.
