Not sure if they fit on a floppy, but there are two Windows front ends
for GnuPG.  the first I'd look at is GnuPGShell from 
http://www.jumaros.de/rsoft/download/gpgshell.zip

and the second is WinPT from
http://www.freenet.de/joesixpack/winpt-en.html

However, if you want to set up your Windows machine with a GnuPG
compatible MUA, try Becky!2 from http://www.rimarts.co.jp  Its
shareware, but there is a free GnuPG plug-in called BkGnuPG which can
be obtained from
http://hp.vector.co.jp/authors/VA023900/gpg-pin/index_en.html

As with GnuPG for Windows, there is no keyserver access, which the two
front ends overcome to a certain extent.  A very PGP-like set up can
be obtained from using Becky!2 plus BkGnuPG, and also GnuPGShell.
