Depends on which keyserver you are using.

Try "gpg --keyserver keyserver.kjsl.com:11371 --export E233C898"
or "gpg --keyserver sks.dnsalias.net --export E233C898" and see again if
your changes have arived.

The old software most keyservers still use is really bad when it comes to
changes done by self-signatures and subkeys.
