[issue8] kmail composer only allows crypto when openpgp key configured

The KMail compose window only allows crypto operations when a key is configured
for the old builtin openpgp support regardless of which crypto backend is
selected. For encryption with smime the openpgp key is completely irrelevant, of
course.
