I consider the spec file a contribution which is not relevant to the
functionality of the software.  Thus legal papers are not required in this
case.  GnuPG has this entry in AUTHORS:

 The RPM specs file scripts/gnupg.spec has been contributed by
 several people.

Something similar should be done for this library.
