libgpg-error 1.3 and gettext

Version 1.3 build slightly better, but still fail on some systems,
builds logs:

When I spoke to Bruno about gettext problems in libraries in the past
he convinced that it is better to avoid putting a copy of libintl in
the library, but instead just disable the use of gettext in the
library when gettext isn't available.  The library will build more
easily and work fine, and if someone wonder whether translated
messages aren't available, the answer is that she should install
gettext first.
