Missing commit for pth config check?

Sorry, I might have missed to commit that.  Done right now.  The
checks are anyway not ready as wee need to check for several other
things before we can build gcryptrnd.

I prefer to use the check as used by GnuPG which is much simpler and
not as error prone as the official pth check.
