I don't know about X11, but Samba doesn't require copyright assignment.

Its a personal choice as to whether you want to go through the pain of the 
FSF's process. For some people, its OK; for others, its a barrier to entry. 
Personally, I've done it for some FSF projects, but I probably wouldn't do it 
again.
