Cipher FIPS flag enforcement

That was due to the major revamp of the code.  I did not care about
keeping the FIPS functionality.  I was anyway not able to check the
functionality and thus I concluded that those companies planning to sell
FIPS stuff should contact me or send a proper patch which I can apply
without spending a lot of unpaid time.
