Could you please clarify that statement?

Is libgcrypt completely "not for Windows" (previously i thought that
it was only "not for 64-bit Windows, because we're not sure that
32-bit entropy gathering code works as intended there")?

Or do you mean that the use of POSIX environments for building
libgcrypt on Windows is not supported?
