new additional patch (removing the #if 0 & TODO block)

Hi Niibe && all,

So, I hope this message gets signed.

About the rejected part, the FIPS path is implemented the GENIV and that works, but this file contains and old #if 0 & TODO block implemnting it there.. its not there, its in cipher.c instead. So I attach here this little patch to remove that block.
