[PATCH] cipher:rsa:pss: Fix SALT-LENGTH handling.

* cipher/pubkey-util.c (_gcry_pk_util_data_to_mpi): For
PUBKEY_OP_SIGN, just like for PUBKEY_OP_VERIFY, reject larger
SALT-LENGTH as the comment says.  Fix releasing LIST on error.
