PlatformIO build system support

Hi everyone,

During my tinkering with Gnuk token, I've added an initial support for the
PlatformIO build system. It still requires to run configure script for now,
but at least it takes care of compiler and absence of make on the regular
Windows system.

My repositories are located at https://github.com/me21/gnuk and
https://salsa.debian.org/me21/gnuk, please feel free to look at *platformio*
and *platformio-1-2* branches, I would be happy if someone else finds my
changes useful :-)
