git.gnupg.org up again

Hi,

git.gnupg.org is back online.  Some services have not yet been restarted
but ssh and anon access is again possible.

Note that I had to restore from a two weeks old backup.  I have pushed
the missing changes from by repo except for the latest commits and tags
to gpg4win - which @Andre needs to do.
