Please, please, PLEASE try to find some information about PGP/GPG
internals before doing such stupid test! You should NOT get identical
files! This is true for PGP and it's true for GPG as well... Two
invocations of PGP/GPG (even with the same options!) MUST do different
results. Even more: if you DO NOT get different result you are in danger!
Very hard, real danger! It's not a bug... It's a feature...

Not at all. It's just normal expected PGP/GPG behaviour. But AFTER
decryption you should get identical results in both cases. And it's not so
here. This is bug.
