Can you please try to figure out what process 21285 used to be and
have a look at the timestamps of ~/.gnupg/* - ist the lockfile too
old.  

If you don't have a NFS installation you can simply delete the
lockfile.  (look for ~/.gnupg/*.lock with this pid in it)
