They missed to check with the FSF so I didn't know about it - 1 year
ago I had a phone talk with one of the guys but it seems that there is 
no need anymore to merge it with gpg.  And I was not able to compile
it due to missing Makefiles etc.

The GnuPG web page has a link to CTC.
