Another test release

Hi,

I removed the need for libtool and did some other changes.  If
you feel, that this test release is good enough, I can do a 1.0.1
soon:

Please go to ftp://ftp.gnupg.org/pub/gcrypt/devel and get one of these
files:

There is a new option --honor-http-proxy which enables gpg to to use
$http_proxy for keyserver operations.  I don't know whether this
really works.  If you have access to a proxy please test it.
