I looked at the specs and I don't think that it is a good idea that an
application should talk directly to the RNG. It belongs to the kernel
which has to to the required sanity checks on startup (they consume a
lot of random bytes).

The reason for using the Registry for the home directory is lack of an
easy way to set environment variables.
