gnupg received error during 'make'

In trying to install GNUpg on a HPUX 10.20.
I did the following 
1.  Configure:   ./configure --disable-asm
2. make (I used GNU make)
Make gave me the following error:

No suffix list.
        make  all-recursive
No suffix list.
Making all in intl
        cc -c -DLOCALEDIR=\"/usr/local/share/locale\"
