For what should this file be good ;-)

GnuPG is a GNU program and GNU delivers source code.  Read the files 
README and INSTALL to learn how to build GnuPG.

If you want to try out the MS-Windows port, get it from the binary
directory of the FTP server.  IIRC, there is a gpg.exe file in it.
