This is right because the specs say:
|3.5. Time fields
|
| A time field is an unsigned four-octet number containing the number
| of seconds elapsed since midnight, 1 January 1970 UTC.

So GnuPG (Unix) is right. Did you test what GnuPG (Windows) shows? I remember that there is some confusion with the Windows localtime() function. Werner
