Why can't gpg check GNUPGHOME on Windows by default?

I have been told that the Registry is the preferred mechanism to do
this. Using GNUPGHOME would add an extra complexity which I want to avoid.

What's wrong with
gpg --homedir c:/foo/bar
This overrides the registry entry
GNUGPHOME=c:/foo/bar
....
gpg --homedir %GNUPGHOME% ...
does also work in batch files.
