Besides callin PGP on the command line, which should not be a problem from within a DB Application for Reports, you may want to have a look the GPGme, it is a lib for GPG operations. Unfortunatelly it is GPL, forcing you to have GPL code. Alternatives are for example Cryptif OpenPGP (Java).
