Specifying user ID with +

Hi!

I've just recognised that in the last week there must have been a
change in the code for specifying a user ID with the "+". The
documentation says:

"All words must match exactly (not case sensitive) but can appear in
any order in the user ID."

This worked in the past, but now the order must match as well, you
can't turn around two words to match anymore.

Is this intended and the documentation hasn't been updated or is it a
bug in the code?
