Besides callin PGP on the command line, which should not be a problem from
within a DB Application for Reports, you may want to have a look the GPGme,
it is a lib for GPG operations. Unfortunatelly it is GPL, forcing you to
have GPL code.

Alternatives are for example Cryptif OpenPGP (Java).

Cryptix has the great "advantage" that it is BSD style licensing.
