I don't think so.  Setting env vars ist not easy for the average
Windows user and it is not a global setting.  If you want to run gpg
form a batch file you can have the same effect by using

set GNUPGHOMEDIR=c:/foo
gpg --homedir %GNUPGHOMEDIR% whatever
