Has been GPGME 0.3.0 released?

I knew I forgot something :)  [seriously, the gpgme tar ball was released
in alpha/aegypt first and then announced on gpa-dev, because I was lacking
permission to put it into alpha/gpgme.  This has by now been fixed, and I
will follow up now with a proper announcement on announce at gnupg.com.
