are you sure you don't have access to the registry?
Usually gpg tries to write to the 'current user' section
of the registry ...
However, I am not familiar with Windows so it might be
that Windows can be configured in a way really no one
may write to the registry.
It should be fairly easy to add alternative evaluation of
GNUPGHOME in the case nothing is found in the registry.
