Problem trying to compile without faqprog.pl

  Hello!

  When trying to compile the lastest GnuPG 1.0.4e from CVS, I have found a
little error. If faqprog isn't available, when trying to make things in
doc/ 'make' enters in a no-end loop, trying to make faq.html.

  This is an annoying error when trying to make a Debian package, because if
you hit Control-C to stop the loop, you also stops the package building
process.

  Also, take into account that faq.html is needed in doc/, as the first line
of doc/Makefile.am says.
