V4 Key ID Mismatch - Check Me?

I might have missed a caveat somewhere.  Are there issues with RSA and V4 =
packets - an issue that using V3 packets solves?

I'm quite sure that you do hash these.  However, I'm noting that we=20
are talking about public key algorithm number 1, that is, RSA.=20

May I therefore ask whether or not V4 format is actually appropriate=20
here?
