Mainly a debugging aid. 

 But you can also use it to workaround some problems.  For example
there is a problem deleting a secret key if the public key has somehow
vanished.  What you can do is: Use gpgsplit to split the secret
keyring into its packets, delete all the file belonging to the secret
key you want to delete, cat the remaining files together and vioila;
yout secret key has gone.
