V4 Key ID Mismatch - Check Me?

I might have missed a caveat somewhere.  Are there issues with RSA and V4 packets - an issue that using V3 packets solves?

I'm quite sure that you do hash these.  However, I'm noting that we 
are talking about public key algorithm number 1, that is, RSA. 

May I therefore ask whether or not V4 format is actually appropriate 
here?
