You can't convert them because they are signed and furthermore
there is no way to figure out which character set was used.  

GnuPG might also store wrong encoded user IDs if the user forgot to
set the character set appropriately (e.g. in Poland, Russia or
Japan).

It is more a point for the FAQ.
