bug: Subkeys on v3 keys

Sorry not to send a patch, but I just didn't get to it. gpg allows creation 
of subkeys on v3 keys in violation of RFC 2440, section 11.1, even when the 
openpgp option is on. Keys with this problem can be found at 
<http://www.ipgpp.com/v3withsub.zip>. gpg created the subkeys on these keys. 
I have tested it and found that even 1.0.5a has these problems.
