specifying proxies in the options file

Hi,

I was wondering if there are any plans to add support for configuring a
http proxy in the options file for gpg. Or are the reasons why this
support is not going to be added.

I'd be happy to write this code and submit a patch.

Also I'm not subscribed so please cc me on this.
