I've thought about making a patch so GnuPG would ask the user if they
wanted to "promote" a local sig to an exportable one in this case. In
the meantime, you can do "delsig" and remove the local signature
before you make the exportable signature.
I have a patch out for the other thing you mentioned (marking local
signatures visibly as local). It's probably in the archive somewhere.
I have a new version based on 1.0.6c if anyone is interested.
