In section 11.1, the possibility of a dual-use V4 RSA key is
explicitly mentioned (at least that's my interpretation). Even
generating V3 RSA keys is clearly permitted. IMHO, anything else
would be ridiculous.
Why do you think sign/encrypt V4 keys are forbidden by OpenPGP?
