MDC bug in GPG ?

It is required for PGP 2 compatibility and saves a ew bytes in the
output (no need for partial length headers).

Well, I assume that the trailing garbage is ignored but I am not
sure.  After all this is all handled by the compression library.

No.  It is about PGP compatibility.  Okay, this is not a matter when
using an MDC and thus we could use a new CTB in that case.
