Yes.  There is already a flag GPGME_KEYLIST_MODE_EXTERN but it is
currently only support for the gpgsm backend.

There will defintitely be the same support in GnuPG 2.0 and we can
consider to have a workaround for 1.4.  

When? Definitely not this year.
