GnuPG and GPGME version compatibility

I downloaded GPGME V 0.1.4 as it had the latest timestamp on it.
Is GPGME 0.3.0 the latest version ?

I don't think you should use GPGME V 0.1.4.  The current version is 0.3.0.
GPGME 0.3.0 (and 0.2.3, which you might give a try as well) is compatible
with GnuPG 1.0.6
