please update config.{guess,sub}

Hi,

I thought Werner might have caught this through the PTS but I just
checked CVS and config.{guess,sub} are both still out-of-date in
V1-2-1 and V1-3-1.  Please update them as the current ones are
out-of-date and fail to detect Linux/mipsel properly (see [1]).  You
can get the latest versions from, at least:

 ftp://ftp.gnu.org/gnu/config/
