Why is "options" ignored in an options file?

Hi,
I want to install GnuPG in an environment with many users. For easier
administration I would like to use a skeleton file which does nothing
but including a global options file. The users should be able to add
an overwrite options of the global options file by editing their personal
options file. Right now, this is impossible. Would you mind changing
g10.c so that "options" is honoured in options files as well?
