GnuPG 1.3: Problems building hkp on Darwin

Everything is working fine except for the hkp program.  I get the 
following when trying to build it:

_gettext

make: *** [all] Error 2

Any ideas?  I looked in libutil.a and it contains a symbol _gettext.
