GPG 1.1.92 bogus error for IDEA plugin

An update:

I mentioned in my earlier message that the encryption occurred succesfully.
That's not completely true.  The file was encrypted, but 3DES was used.
Also, the resulting file would not decrypt with 1.1.92, which complained:

gpg: public key decryption failed: unknown cipher algorithm
gpg: decryption failed: secret key not available

Version 1.1.91 successfully decrypted the file.
