Make GNUPGHOME on Windows to another environment variable?

If that remains a concern, would you consider looking for another
environment variable that could be used to make the user's intent
clear?  For example, use GNUPGHOME if "GNUPG_IGNORE_WINDOWS_REGISTRY"
is set, or something to that effect.
