No.  One reason why I don't want to have a flag in the public key
listing is that it might be hard to decide whether a secret key is
available.  Consider the case that the secret key is stored on a
smartcard - you can't be sure whetehr the smartcard is currently
available or not.  By explicily asking for a secret key, the user
might be informed by the smartcard gadget, that he should insert his
card.
